Tencent Cloud describes the account as the primary entity for cloud-resource ownership, billing, resource isolation, and access control. The deepest multiplier is therefore not the only decision: the registering entity, administrator access, security responsibilities, expected consumption, and future transition requirements must be reviewed before resources are created.
This page compares the commercial routes offered by this independent procurement service. It does not replace Tencent Cloud's account agreement, identity-verification requirements, security settings, or billing documents.

OFFICIAL ACCOUNT BOUNDARIES
International and China site accounts are not interchangeable
Tencent Cloud's current account overview says International accounts are intended for individuals, organizations, and enterprises outside the Chinese mainland, including overseas branches of Chinese enterprises. China site accounts serve a different registration population. Resources between the two sites are completely isolated and cannot be transferred or merged.
Confirm the registering entity
Identify the legal entity, country or region, and required identity-verification route before registration.
Confirm the operating model
Document who administers login methods, IAM, security contacts, budgets, backups, and incident response.
Assume no cross-site migration
Choose the correct site before building because International and China site resources cannot be transferred or merged.
PAYMENT CLARITY
Tencent Cloud billing currency and our settlement terms are different layers
Tencent Cloud's account overview lists USD as the International site's transaction currency. Separately, this procurement service allows a domestic company to settle in CNY with an 8.5% addition to the confirmed service amount: 6% tax and a 2.5% service fee. An overseas company paying USD has no additional service fee from us.
Domestic CNY settlement = confirmed service amount × 1.085. Overseas USD settlement = confirmed service amount. This is our settlement rule, not a Tencent Cloud fee or official list-price formula.
